One area in which there has been significant recent developments is in the use of the "expedited release" process established by the Texas Legislature in 2005 through House Bill 2876 ("HB 2876"), which authorizes certain landowners to petition the Texas Commission on Environmental Quality (TCEQ) to have their property removed from the existing retail water provider's certificate of convenience and necessity (CCN).
